Basics are that you mount a 'transmitter' on a tripod or wall on the side of the track. then you have the rest of it in the car.
it gets a signal from the xmtr when you drive by, triggering a lap change.

you might hit a local circle track or go-kart track. those guys use those type of timers (IR transponder) almost exclusively and you can probably find one cheap :)
